Introduction: Planning and site value

With AGR, planning authorities become the friends of society. When a planning department grants a change of land use it is society that adds value to the site. Rough pasture changed to a wind farm, for example, adds huge value to the site. These articles suggest that collecting the new value — created de facto by society — to fund public services is fair, benign and logical. In return the new social contract relieves the site owner of all other taxes on his or her enterprise.
