Full collection of AGR would end speculation in site values, along with the devastating 18-year cyclic booms and crashes (e.g. 2008) that accompany this government-sanctioned ‘rent-seeking’ activity. Collecting a part of AGR would have a repressive effect on the damaging effects of financial crashes. We advocate full collection of AGR to render communities immune.
